The System operators buy flexibility capacity and flexibility energy offers from the market that are in the flexibility procurement areas relevant to them. Flexibility service providers with flexible resources under their control in any location in Finland, excluding Åland, can participate in the congestion management flexibility capacity and flexibility energy market.
